Currently, there is no threat of data loss following a large-scale cyberattack on state registries. The information contained in the registries has been preserved and will be restored.

This was reported by RBK-Ukraine, citing the Vice Prime Minister for European and Euro-Atlantic Integration, Justice Minister Olha Stefanyshyna, during a briefing.

She noted that all social payments related to civil status acts are being processed based on the respective applications and will be considered after the registries are restored. All notarial actions that do not require verification of registry data will continue to be performed by notaries.

Additionally, the registration of wills, amendments to them, revocation of wills, initiated inheritance cases, inheritance agreements, changes to them, termination of inheritance agreements, duplicates of notarial certifications, and similar actions will also continue.

"I want to emphasize that the events concerning the registries of the Ministry of Justice have not affected other state information systems, including the 'Diia' app in relation to data from the Ministry of Justice registries," the Vice Prime Minister stated.

According to her, there are no restrictions on citizens' access to rights related to the registration of civil status acts. Birth, death, marriage, and divorce certificates can be issued in the usual manner, but using paper documents.

Stefanyshyna mentioned that efforts to restore the registry data are ongoing. The data that was in the registries held by the Ministry of Justice has been preserved and will be restored.

She added that priority will be given to restoring registries that ensure the accounting of notarial actions. The immediate focus is on restoring the real estate rights registry and the registry of legal and physical persons.

"The restoration of the registries will begin on Monday, starting with the inheritance registries, as I mentioned. Additionally, over the next two weeks, we will strive to restore the full functionality of the state registries... Essentially, all circumstances are being established now. The most important thing for us is that there is no threat of data loss or the inevitability of registry functionality disruption. All registries will be restored. The data will be recovered," the minister declared.

Large-Scale Cyberattack

As reported by Vice Prime Minister Olha Stefanyshyna, on Thursday, December 19, state registries were attacked. As a result of the cyberattack, the operations of the Unified and State Registries under the jurisdiction of the Ministry of Justice have been suspended.

According to Stefanyshyna, the attack was carried out by Russian hackers. The estimated time for the initial restoration of the registries will be up to two weeks.
