In Vinnytsia, a TCC employee was arrested for accepting a bribe: what was the scheme?

Law enforcement officials apprehended a serviceman from the Vinnytsia RTC and SP for accepting a bribe of $16,000. He was issuing genuine summonses dated several months in advance.

This was reported by RBK-Ukraine citing the Office of the Attorney General on Facebook.

According to the investigation, in December 2024, the serviceman from the RTC offered a conscript a bribe in exchange for providing blank summons forms for updating registration data. These forms were signed by the commander but left unfilled. The summonses were for official calls to the RTC scheduled for several months later—essentially offering a so-called "deferment from mobilization."

After agreeing to the proposal, the citizen informed the authorities and subsequently acted under their supervision. Upon receiving the agreed amount, the serviceman provided the citizen with four unfilled summons forms, as reported by the Office of the Attorney General.

The suspect also offered his assistance in evading mobilization using a similar scheme to four other conscripts for the same amount of $16,000, according to the press service.

"Law enforcement officials detained the serviceman in accordance with Article 208 of the Criminal Procedure Code of Ukraine while he was receiving the agreed amount," the statement says.

As of November 2024, there are 36,000 people working in the territorial centers for recruitment and social support (RTC and SP) in Ukraine.

Reports of the detention of RTC employees emerge almost daily.

In December 2024, two-thirds of Ukrainians (67%) do not trust the servicemen of the RTC, while 29% of respondents do trust them.
