Tree felling, fishing violations, and land pollution: State Eco-Inspection highlights major infractions of the week.

From November 8 to November 14, 2024, the territorial and interregional bodies of the State Ecological Inspection of Ukraine conducted 316 control measures and drew up 301 protocols for administrative violations.

The total amount of imposed fines is 96 thousand UAH.

A total of 87 thousand UAH has been collected for the State Budget.

For violations of environmental legislation, losses have been calculated at 10 million 163 thousand UAH.

The total amount of claims and lawsuits amounts to 3 million 459 thousand 497 UAH.

Losses have been recovered voluntarily and through enforcement in the amount of 2 million 885 thousand UAH (considering previously submitted claims and lawsuits).

The most high-profile violations of environmental legislation include:

Kyiv

The Specialized Communal Enterprise “Kyiv Crematorium” received a claim from the Capital City Inspection for damages inflicted on the state due to excessive emissions of pollutants into the atmosphere, amounting to 122 million 637 thousand 789 UAH. The losses were determined based on the failure of the SCP “Kyiv Crematorium” to comply with the conditions of the permit for pollutant emissions from stationary sources, particularly due to inadequate implementation of planned measures to reduce pollutant emissions and the failure to achieve the permit-established maximum allowable emissions standards since January 1, 2010.

Kirovohrad Region

The Dnipro Inspection has calculated losses resulting from soil pollution beyond the village of Krynychne, Ustinivka Village Council, Kropyvnytskyi District, Kirovohrad Region, amounting to 806 thousand 512 UAH.

The Dnipro Inspection has also calculated losses of
1 million 769 thousand UAH for the destruction of trees within the territory of the nature reserve fund – the economic zone of the “Svitlovodsk Regional Landscape Park”.

Materials regarding the commission of a criminal offense have been sent
to OP No. 1 (Svitlovodsk) of the Oleksandriia RIN of the Main Directorate of the National Police in Kirovohrad Region for the identification of guilty parties and their prosecution under current legislation.

Additionally, regarding the illegal destruction of 23 living trees along the dirt road connecting the village of Bolshaya Andrusovka to the village of Nahorne within the territory of the nature reserve fund – the economic zone of the “Svitlovodsk Regional Landscape Park”, the Dnipro Inspection has calculated losses amounting to 1 million 030 thousand 573 UAH.

Zhytomyr Region

The Polissia Inspection has calculated losses of 525 thousand UAH for the illegal felling of 106 trees of various species (alder, birch, aspen, pine) on communal land near the village of Vushe in the Malyn Territorial Community. The materials have been forwarded to the Main Directorate of the National Police in Zhytomyr Region for the identification of the offenders and their prosecution.

Rivne Region

During preventive measures aimed at identifying violations, the Polissia Inspection discovered a vehicle transporting timber without the appropriate documents in the village of Staryky, Sarny District. A forensic investigative team was called to the scene. Inspectors also examined a forested land plot outside the village of Staryky in the lands of the Rokytne Village Council and found 233 stumps from illegally cut living trees of the species alder and birch. The total damage amounts to 649 thousand UAH. The materials have been sent to the Main Directorate of the National Police in Rivne Region for appropriate action within their jurisdiction.

Ternopil Region

As a result of an unscheduled inspection of the KP “Horvodkhoz”, excessive discharges of pollutants into the Ikva River exceeding the established standards were identified. The Ternopil Inspection has calculated losses due to the violation of environmental legislation, and a claim has been filed against the KP of the Kremenets City Council “Horvodkhoz” for voluntary payment in the amount of 743 thousand 256 UAH.

Sumy Region

The Sumy Inspection discovered illegal tree felling near the railway line at the Rety stop between the villages of Artyukhovo and Paseka in the Konohtop District of Sumy Region. The calculated damage amounts to 1 million 164 thousand UAH. The materials have been sent to the Konohtop RIN of the Main Directorate of the National Police in Sumy Region for entry into the Unified Register of Pre-Trial Investigations in accordance with Article 214 of the Criminal Procedure Code of Ukraine.

Lviv Region

Following a claim from the Inspection in Lviv Region regarding damages inflicted on the state due to violations of environmental legislation, the Lviv Communal Enterprise “Lvivvodokanal” paid 1 million 491 thousand UAH to the state budget. The damage was calculated for pollutant discharges with return waters exceeding the maximum allowable discharge from treatment facilities at outlet No. 2 into the Poltva River (Zakhidnyi Buh River basin).

In total, two claims have been filed against the enterprise for these violations, amounting to 3 million 291 thousand 326 UAH. As of January 2024, the enterprise has already partially voluntarily paid 1 million 800 thousand 607 UAH.
