Only a select few will see a salary increase. For teachers, scientists, healthcare workers, IDPs, and retirees, the government hasn't allocated funds for next year, Timoshenko stated.

After neglecting educators and healthcare workers with meager salaries, as well as retirees living on pensions below the subsistence level, the authorities have managed to allocate funds to increase salaries for select officials from 100,000 UAH per month to 1 million UAH. This decision outraged the leader of the "Batkivshchyna" party, prompting them to urge fellow parliament members to reject the budget proposed by the government.

According to her, the authorities are "losing" billions of hryvnias in corruption schemes, resulting in crucial sectors for the country, such as education, healthcare, and most importantly, defense, being left without adequate funding. To support her claims, she pointed out that the national budget will miss out on 133 billion hryvnias due to a financial pyramid established between the National Bank, commercial banks, and the budget. Hundreds of billions of hryvnias also remain "in the shadows" due to tax underpayment, with up to 70% of profitable businesses like tobacco, alcohol, gaming, etc., not contributing their fair share. The leader of "Batkivshchyna" considers the lack of initiative from the ruling team regarding income from frozen assets of the enemy – the Russian Federation – to be a crime. The "Batkivshchyna" faction has proposed an alternative approach to budget formation for the upcoming year.
