Leaders of several state and municipal institutions in the humanitarian sector have reached out to me, reporting over a month's inability to use fuel vouchers from the AVIAS network, purchased during tender procurement.
The issue is that AVIAS traditionally offers a range of prices for gasoline and diesel fuel during tender procurements for educational institutions, culture, and healthcare. After the last tender, directors of state and municipal enterprises have been unable to utilize the fuel vouchers in the AVIAS network for the second consecutive month, which were paid for with budgetary funds back at the end of the year.
As energy experts explain, the problems at the gas stations owned by Kolomoisky began in 2022 when the government nationalized the semi-state enterprises "Ukrnafta" and "UkrTatNafta," which were under Privat's control. Initially, issues arose at the stores adjacent to gas stations, and then, in 2024, reports emerged of a lack of funds to settle accounts with fuel suppliers. By January 2025, diesel fuel completely disappeared, along with some brands of gasoline, and sales through the app were halted.
I have questions for the officials of MINENERGO, MON, MOH, MKSK…:
- How was the bankrupt AVIAS network allowed to bid on fuel for state institutions in healthcare, education, and culture?
- Who will compensate for the damage inflicted on the state budget of Ukraine and reimburse funds to humanitarian institutions and citizens?
- How can school directors ensure the transportation of children, and hospitals - patients… in the absence of fuel for school buses and emergency services?
And why are local authorities silent, who just in December awarded themselves hundreds of thousands of hryvnias in bonuses for tireless work, incredible professionalism, and fervent patriotism!?
